1. Job Overview / Summary

The Control System Specialist is part of the team for the MARSA LNG Bunkering Project, a key initiative within OQEP and TotalEnergies' energy transition strategy. In this critical role, they will be responsible for ensuring the Completeness of Instrumentation and Control System (DCS, SIS and FGS) commissioning activities performed by CONTRACTOR to ensure these Systems are fully operational for plant Start-up. They will report directly to the Commissioning & Start-up Site Lead.

The Control System Specialist shall ensure the consistency of the whole Control Command System according to Functional analysis and Project Specification. They shall also define, with the production team, the ESD/F&G testing program and with Inspection the PSV testing program.

The Control System Specialist shall ensure integration of the package PLC, including the Cyber Security control and Hand-Over.

3. Experience Requirements

  • Total Experience Required: +15 years in the Oil & Gas industry.
  • Relevant Experience Required: Several years of proven experience in the Commissioning and operation stage of LNG projects. Proven experience with one or more well-recognized ICSS vendors such as Emerson, Yokogawa, Siemens, ABB, Honeywell, Rockwell, Foxboro, etc.
  • Industry-Specific Experience: +10 years' experience as ICSS Specialist. Proven experience with large onshore plants and LNG plants.

5. Responsibilities and Skills

  • Key Responsibilities:
    • Project Phase:
      • Review the detailed functional analysis for each process function of the plant and tank.
      • Follow the ICSS Contractor during the Detailed Engineering phase (Functional Analysis, PSD & ESD Logic Diagrams, Man/Machine Interface) ensuring Field Operation requirements are satisfied.
      • Ensure Contractor identifies all temporary equipment requirements timely to avoid schedule impact.
      • Define ESD/F&G and PSV testing programs with the production team and Inspection.
      • Monitor ICSS commissioning execution, including Factory Acceptance Tests (FATs) at manufacturer premises.
      • Review and approve the Black Start Procedure for the ICSS side.
      • Address internal and external interface issues concerning Commissioning and Start-up.
      • Witness and monitor ICSS and Package Control System activities, ensuring compliance with Company requirements.
      • Follow the ICSS Site Acceptance Test (SAT).
      • Validate operational test results and verify system configurations, such as Tank Gauging System Commissioning and PID regulation values.
      • Validate all Punch list items related to ICSS and Package Control System.
      • Ensure optimal vendor mobilization and handover training to Field Operations Team.
      • Ensure master ICSS and Package Control System files are updated as commissioned.
    • Production Phase:
      • Assist in developing assessments and training methodology for MARSA technicians in ICSS and Package Control System operations.
      • Mentor and provide knowledge-sharing to foster a learning culture.
      • Support the commissioning, startup, and operational teams as required.
